To receive MIDI from Ctrl for iPad onto a Windows PC you will be required to run RTP-MIDI.

RTP-MIDI is a free utility created by Tobias Erichsen back in 2010 and is a Windows implementation of Apple's RTP-MIDI driver. This allows you to create and add devices to a MIDI session. – As iPadOS devices do not support MIDI session initiation functionality a session should be created within the utility for your iPad to join.

The RTP-MIDI driver utility works with Windows XP, Vista, 7, 8, 8.1 and 10, on both 32 and 64 bit systems.

The driver uses a configuration panel very similar to Apple’s and is fully compliant with Apple's MIDI implementation making it the perfect companion to Ctrl for iPad.

Similarly to Apple's driver, the RTP-MIDI driver creates virtual MIDI ports, which become visible to any MIDI application running on the PC you wish to send commands to.
